Allow the creation of On-Off UDFs in other Facility Types

Currently, on-off UDF paired fields are only available to be created under Test Points. Please allow this functionality with other facility types.

Enhance data grid to include quick toggle between filter and sort themes

My users would rather not have to go into options each time they want to change saved themes for filters and sorts. Doing it from the grid view saves significant time mousing around. -Chris Phillis @ TransCanada

Lock Report definitions

Provide a way to lock down users from being able to edit the report parameters. Do need to account for ad-hoc filter options. -Chris Phillis @ TransCanada

Two delete and two add buttons

One button for deleting the Facility and a separate button to delete Info or Insp record. Risky with only having one. This applies to Add, as well, to help avoid accidental duplicates. From Nick Klaudt - Enterprise

For columnar reports add a highlight color option on poor reads.

Effective dates on Pipeline series folders

Currently there is no provision to use effective date in the pipeline series tab. We could track the changes if there was.

Use Data Modifcations with Effective Dates

Currently PCS does not use effective date when moving test point detail inspection records. This is a problem due to reading #1 might be a structure on year and a casing another year.
