Enhance data grid to include quick toggle between filter and sort themes

My users would rather not have to go into options each time they want to change saved themes for filters and sorts. Doing it from the grid view saves significant time mousing around. -Chris Phillis @ TransCanada

Lock Report definitions

Two delete and two add buttons

One button for deleting the Facility and a separate button to delete Info or Insp record. Risky with only having one. This applies to Add, as well, to help avoid accidental duplicates. From Nick Klaudt - Enterprise

Add a user option to limit the number of packets per day/week/month.

Add a user option to remote monitors to limit the number of packets/bits per day/week/month. This would allow the user to control overage charges for each unit.
